 リマインダーズプロジェクトです。本日は後藤由美とインサイトアウト(www.insightout-project.org)に関するお知らせです。
 2年に一度バングラデシュのダッカで開催される国際写真フェスティバルChobi Melaにおいてインサイトアウトの子どもたちの作品が展示される事になり、オープニングと プレゼンテーション(11日)の為に明日からダッカに向います。

 このChobi Melaはアジアで初めて開催されたフォトフェスティバルとして知られていますが、個人的にこれまであまり馴染みがありませんでした。きっかけはネパールで 活動中に地元の写真家から何度か噂を聞き興味を持って調べてみると今年がその年にあたり、ちょうど展示選考の募集を受け付け始めた時でしたので、早速、資料を送り、 色々と経た結果、参加アーティストとして選ばれたという経緯です。
 フェスティバルのディレクターをしているShahidul Alam氏はバングラデシュの写真世界に大きく貢献する世界的に活躍する写真家であり、Drik Picture Library (www.drik.net)、The Bangladesh Photographic Institute、Pathshala, the South Asian Institute of Photography (www.pathshala.net)、Chobi Mela (www.chobimela.org)、そしてHuman Rights Network (www.banglarights.net)の発起人であり、World Press Photoの審査員として、また世界中のメディア関連の教育機関 で客員講師として幅広く活躍している方です。日本でも東京都写真月間に招かれておられます。
 とこう書くと雲の上の存在に響きますが、ネパールの写真家、フィリピンの写真家から、彼を慕う声を何度も聞きました。いつもわたくしが問い合わせるメールにも迅速 且つ温かい返信が返って来、インサイトアウトについても、最大の配慮を払って下さいました。今から彼にお会いするのも楽しみの一つです。

 バングラデシュも先月末から来年1月の総選挙を巡った暴動が起きており、これまでに27人が死亡、1000人以上が負傷しているとの事。 そんな中で開催されるフェスティバルとはどんななのか。現在、南アジアのジャーナリズム、フォトジャーナリズムに関心を持っています。 インサイトアウトから離れて、リマインダーズの立場からもじっくりと観察して来たいと思います。

 このフォーラムにおいてNHKの「かんさい特集」「こころってむずかしい〜インド洋大津波・アジアの子ども達との対話から〜(仮)」11月24日 金曜日・午後8時 00分から8時43分(関西ブロック放送・NHK総合テレビ)に放送予定の番組の収録が行われています。

<番組内容>
 インド洋大津波で被災経験をもつアジア7ヶ国28人の高校生たちと、和歌山県の高校生4人、兵庫県立舞子高校2人が一同に集まり、被災経験を語り合います。自然災害 により、突然、家族や友達を亡くす悲しみ。そこから人が立ち直っていくためには、どんな「こころのケア」が必要なのか。*国内外で実践している「こころのケア」の例を 紹介し、みなで考えていくトーク番組です。

*国内外の実践の例として、フォトジャーナリスト後藤勝がタイとインドネシアで行っている活動インサイトアウトも、番組の中で紹介される予定です。

Kunda Dixit is a respected journalist, author and editor of the Nepali Times. The newspaper has earned the reputation for being a fearless representative of the voices of the people especially during the recent domestic upheavals.

At the FCCJ he will discuss Nepal and regional politics and provide a rare opportunity for journalists to gather information from someone directly plugged in to the region. Dixit will also give an update on the Nepal situation, from the king's coup d'etat last year to the people-power uprising in April and the peace process between the government and the Maoists that has now entered a crucial phase.

Most often Nepal only makes the news when a tourist has an accident in the Himalayas, but there are hundreds of more important stories waiting to be reported, says Dixit who writes for various international publications.

Dixit, publisher of Himalmedia, is currently in Japan on the Asian Leadership Fellows Program of the Japan Foundation and the International House of Japan.

 コロンビア大学でジャーナリズムの修士号を取得後、国連本部付き記者としてBBCワールドサービスに勤務。その後、マニラに拠点を置く通信社Inter Press Serviceの アジア・太平洋地域局長として、主流メディアでは取り扱われないニュースの取材・編集に携わる。現在ディクシット氏が率いる Himalmedia社は、その専門性と誠実な報道 姿勢で評判が高く、最近の緊迫した政治情勢の中でも、ネパールの報道の自由と民主主義を擁護するために重要な役割を果たした。主著であるDateline Earth: Journalism As If the Planet Mattered (Manila: Inter Press Service, 1996)は、環境・開発問題について有意義な報道をするための指南書として、世界各国のジャーナリズム学科 で使われている。また現在、カトマンズ大学の客員教授としてジャーナリズム教育に携わる。(財団法人 国際文化会館のサイトより)

◇私にとっての途上の旅――やより賞プロジェクト制作作業を終えて
 この写真展「途上の旅」には、三人の女性が表現者として参加している。ネパールの社会において第二級の市民とされる女性の立場にありながら、女性初のフォト ジャーナリストとして活動をはじめ、写真をただ撮るだけにとどまらず、被写体の状況を変えるために闘う平和人権活動家ウシャ?ティティクシュと、彼女の写真から イメージを膨らませ、このやより賞プロジェクトがきっかけとなり、はじめて作詞作曲に挑んだネパールの伝統楽器サランギ奏者のバルタ?ガンダルバ。そして、やより 賞がなければ、ネパールとは何の所縁もなかったかもしれない私もその一人である。
 背景、経験などは全く異なるが、表現を通して「伝える」「変える」事を活動の目的とし、定まった帰る場を持たずに旅を続け、立ち止まった場所で一石を投じる、それ ぞれが何も後ろ盾のない独立した活動家であると同時に、100も1000もの人々に頼りながら、助けられ、励まされ、活動を続けている。
 ウシャの写真を編集しながら、彼女の歩みを辿り、活動の視点を追う事で、ネパールの抱える問題にその場で正面から向き合う事が出来た。写真の中の被写体は自分に とっても身近な存在になっている人が少なくなかった。それぞれの写真の背景を知ろうと取り組んだリサーチは理解を深め知識は自分の身となった。 そして、バルタの歌からは彼女の境遇を重ね合わせた歌詞がネパールの現状と重なり、彼女の未来への希望をこめたメッセージは、ネパールの多くの人々の希望と重なる 事を、歌を聴いた人々の反応から感じ取る事が出来た。自分が肌で感じ学んだ全てが今後の活動に繋がり、いつかネパールで自分が役に立つ事もあるだろう。
 更にネパールに滞在する間、自分にとって幸運だった事は、貴重な経験の持ち主である人々に毎日出会えた事だった。その人たちを通して、あらゆる事を吸収させて もらった。空の下はオープンキャンパスであり、全てが学ぶ対象だと言える。社会は庭であり、そこには沢山の草花が咲いている。それを育てるのは我々の役目である、と いう事を行動で教えてくれた、この途上の旅を支えてくれた人々。その存在なしにここまで来る事は不可能だった。
 こうした自分の経験をこの写真展を通して多くの人々と共有し、それが様々な形で実を結び、人々の行動の中に活かされる事を祈りながらの制作過程だった。その思いが 人々に届けば、理想の平和実現がそこから始まるはずだ。

 今回は麻薬ビジネスに従事する底辺の人々の生活を追ったストーリーの様です。オンラインでは限りがありストーリーを全て伝えきれていないというジレンマがあった 様ですが、リマインダーズのI WAS THEREで取り上げさせてもらえたら、と思っています。しかし、何しろ全て独り所帯ですので、いつの事になるやら。

 リマインダーズのウエブサイトの運営(デザイン、更新、管理)を含むをお手伝いして下さる方の協力の声をお待ちしています。切実にです。 月一充実した内容のドキュメンタリーフォトエッセイ、フォトストーリーの更新をし、半年、或は年間に一冊、誌面化するという計画が持ち上がっています。 最初は出来る能力を持ち寄ってのスタートになるかと思いますが、是非、志が響いた!という方、ご連絡下さい。このメールに返信の形で届きます。

 リマインダーズプロジェクトです。今回は

InSIGHT Out!

 に関連した内容をお届けします。

 昨年度より、新大阪人権協会の皆さんによるインサイトアウトの写真展が関西方面で数カ所開催されて来ました。写真展の他にも、西淡路小学校の総合学習の中で、イン サイトアウトを取り上げて頂いています。先の9月28日、29日には『「Peace Of Mind」〜心の復興・アチェ〜』と題した授業が行われたとの事です。以下、新大阪人権協会 担当中尾さんから頂いたメールより抜粋。

『一日目は、5時間目(13時50分〜14:35)、西淡路小学校にて写真展を開催しました。目的は、今年2月(彼らが5年生の時)に取り組んだ『やるほど ザ・ ワールド』と題した総合学習から7か月が経過しており、スマトラ沖地震津波への関心が希薄化していること、そして、自分の取り組み(支援物の作成など)について、 どのような思いで取り組んだのかということ、この二点について振り返るための授業を開催しました。
 二日目は、5時間目に2組、6時間目に1組を対象に、グループワークを開催しました。自身で振り返った思いをクラスメイトに伝えた後、僕から子ども達に大きく二点 伝えました。一点は、新大阪人権協会で取り組んだポストカードを後藤さんを通じてインサイトアウトの子ども達にメッセエージを届けたこと、もう一点は、西淡路小学 校の取り組みを後藤さんを通じて同じく子ども達に届けたこと、以上の二点を伝えた上で、写真と手紙を使いながら、未だにBARAKで生活していることや、心の復興が できていない実態などを伝えました。
 子ども達はワークシートを使いながら取り組んだので、詳細については先生方がまとめていると思うので、まとまり次第、実施要項とともに添付するようにします。 また、二日目にはNHK和歌山が入り、子ども達は緊張しながらも発言する姿には、昨年の取り組み時よりも成長した姿を見ることができたし、彼らに「何か」を伝える ことができたのでは、感じることができました。
 ただ、本当の取り組みはこれからだと思います。彼らがステップアップできる取り組みを続けていきたいと思います』

 という報告が届きました。

 これまで、リマインダーズ便りでもことあるごとにご協力を呼びかけて来ましたが、その結果どうなっているのか、という事をないがしろにしていた様に思います。 便りの中で触れられてない事柄でも、確実にどこかから、誰かからご協力を得て、継続しています。こうした取り組みを続けて頂いている事に大変感謝しています。尚、 文中に出て来たNHK和歌山の件では、また後日、ご案内があります。お楽しみに。

 それから前回のメールでお尋ねしていた写真展のタイトルですが、この便り経由ではご提案を頂く事はありませんでした。便り以外でも、梨の礫でした。知恵をしぼった 挙げ句、展示写真の撮影者でありやより賞受賞者でもあるウシャとの相談の結果、英タイトルは ONGOING JOURNEY に決定し、日本語タイトルは本日ようやく閃きました! また、こちらも今後の便りでお知らせしたいと思います。

For the first time in Nepal two males Diya Kashyap (21) and Anil Mahaju (31) have tied the knot in a ceremony witnessed by the media, community activists and a few family members. To the accompaniment of Nepali popular music, and in the presence of beautiful Metis (cross-dressed males) and young gay men, cheerful women and children and the curious yet stunned media, Diya as a bride and Anil as a groom exchanged rings and garlands and then kissed.

A gentle rain and Metis in their sweet voice sang happy wedding songs, blessing the new couple for their everlasting love.

Cheerful and courageous Diya and Anil hope the society will accept their relationship and love and that the new constitution will recognise their union.

Swanaam, Communist Party of Nepal (Unity Centre) spokesperson, saluted the newly wedded couple and explained "there is more than just day and night, there are mornings and evenings and all the hours in between as well. Similarly there as not just heterosexual men and women, there are transgender, homosexual and many other kinds of categories of people which society at large has to yet accept."

This is the first ever public wedding between two males but this is not the last. Rather this is a historic wedding as this will not just inspire other individuals with similar love and commitment to come forward and live their lives according to their will. This wedding will generate a great deal of dialogue in this conservative society on weddings, social norms, values and politics of gender and the oppression by masculinity in our society.

Well wishers greeted the couples.

Birthdays are normally celebrated in another way. Today, however, was different. Today was the seventeen birth anniversary of Maina Sunuwar, who was killed by the Royal Nepalese Army (RNA), known across Nepal for its brutality. Maina was picked up in the wee hours of the morning on 17 February 2004 (Phalgun 5, 2060) by soldiers of the RNA. Nobody has seen her since. Her guardians ran from pillar to post trying to trace her. Everyone knew she was abducted by the army but the army repeatedly denied any knowledge of her.

Finally, after an international hue and cry, the army admitted that Maina was dead but did not specify how, why or by whom she was killed. A perfunctory court martial was held last year and three officers were awarded some perfunctory sentence for the crime of not reporting her death in the appropriate manner at the appropriate time. The murderers belonging to the king's army are still at large. The current government, allegedly representing the will of the people, has no time for Maina's family. Not one of its office bearers has made a single statement about Maina ever since it came to power in April this year.

In September 2005 a military court that looked into Maina's case found one major (Bobby Khatri) and two captains (Sunil Adhikari and Amit Pun) to be guilty of the charge of not reporting the death appropriately. For the rest the killing was not considered out of the ordinary in a counter-insurgency operation. The court obviously forgot that Maina Sunuwar was a student of grade 10, Bhagwati Higher Secondary School, Kharelthok, Kabre district. Apparently Maina when she was being picked up by the army broke the security cordon and attempted to flee. Such little girls are believed by the security apparatus to pose a threat to the king and country.

Today Maina's case is known because of her mother Devi's relentless pursuit of justice for her daughter, a justice that is still denied despite the scrutiny of Nepali journalists, the intervention of the United Nations, Amnesty International, Human Rights Watch and the installation of a new government. Devi is an emblem of bravery and determination, a fact acknowledged by David Johnson, senior human rights adviser, United Nations. At the memorial meeting held to remember Maini on what might have been a birthday she might well have celebrated but for her murder by the army, he said, "Devi you are a woman of exceptional courage and determination who has made your daughter the daughter of all of us, so no one can rest until justice is done".

Maina was not involved in any rebel activity. She attended school regularly and did not miss any class or day. Her teacher, Ramesh Kharel, spoke fondly of her and bitterly of the struggle to get information out of the army about her whereabouts. They all knew the army had her, but the army refused to admit this fact till 2005.

The haunting lyrics and melody of sarangi player, Barta Gandarbha, and the composition by guitar player Ashesh Dongol, brought together everyone who felt the injustice of this case, and of so many related cases in a simple ceremony in Minbhavan Campus, Kathmandu.

There was an extraordinarily touching moment when Devi presented T-shirts and jeans to five little girls― Anu, Bipana, Sushmita, Ani and Bhagwati―in remembrance of the dead girl. Maina Sunuwar was fond of wearing T-shirts and jeans.

Ram Sunuwar, Maina's brother, recited a poem for his didi (elder sister).

I have nothing to give my sister on the occasion of her birthday. I have only this little poem.

Maina's sister, Sunita Dhital, said that the way in which a young girl and an innocent sister was killed should not happen again. This has to stop.

Mandira Sharma, lawyer, said that the courage of the entire family has made this case legal history. Unfortunately, she pointed out, there is still no case despite the fact that all of Nepal knows of the episode.

Noted litterateur Khagendra Sangraula emphasised that though the political context had foisted a new government on Nepal the change was nominal. The so-called Nepal Army is substantially the same as the Royal Nepalese Army. There is no policy change. He observed that state-created disappearances have to be accounted for and survivors of human rights violations by the state have to be rehabilitated. There is a need for a constitutional assembly. "We have to raise our voices in the streets or else the armed conflict will be renewed and again there will be more Maina Sunuwars."

The president of an association of families of state-disappeared persons, Sharmila Tripathi, said that the state has to return the abducted person in the state they found him or her in. They should not say that the person was killed "accidentally".

Devi closed the proceeding by cataloguing the sequence of events that deprived her family of a little girl. She recounted the terror that they experienced when the army barged into her brother's house, and how in their arrogance they misbehaved with her, fondling her breasts in another incident of the rape and murder of her niece, Reena Rasaili a few days before the "Maina incident". Devi was categorical that, "All those responsible for what was done to Maina must be brought to book."

Attending the programme were journalists, human rights activists, political activists, family, and other survivors of state human rights abuses.

The moderator, Purna Basnet, reminded everyone that this was not just Maina's case.

Jitman Basnet, survivor of torture in Bhairavnath Gan Barracks said, "All army criminals should come under civilian investigations and be given punishment."

Bimarsh Raj Karki, political activist and survivor of torture in Itari, said that he too was "disappeared" and was set free only during the April movement.

"If this government does not penalise the guilty army officers, there is possibility of a criminal court to be set up to try all guilty persons and to give punishment," announced Mandira Sharma.

On why such a high profile set of cases (Maina Sunuwar, Reena Rasaili, Tasi Lama, Shubadra Chaulagain, others) could not get justice, David Johnson said, "Too much time has been lost in taking the case to the military court. Now the case should be under a civilian court, under the Attorney-General. No one has been punished for the killing. There is a need to exhume the bodies, get a forensic examination, and try the guilty. This is a question for the national courts. There cannot be two laws in one country. There must be only one law. "

という津波被災地のアチェ(インドネシア)、パンガー(タイ)において総勢129人の子どもを対象にした写真と書く事を教えるワークショップを行って来ました。 日、米、タイ、英、アチェのそれぞれ専門のインストラクターと現地NGOと協力し、これまで2回のワークショップを無事終了する事が出来ました。

 そして、来る7月1日よりサイアムパラゴンの紀伊國屋書店において途中経過を報告する写真展を開催開催しますのでお知らせします。

 ご無沙汰しております。日本はゴールデンウイークに入った頃ですね。いかがお過ごしでしょうか。さて、本日は久方ぶりにリマインダーズ便りをお送り致します。

 3月23日より4月25日まで In SIGHT Out! の第二回アチェワークショップの為、現地で活動をしておりました。昨年から、このワークショップにかかりきりの状態で、その 他の活動が事実上ストップしている様な形になっております。
 ようやく2回目のワークショップも終了し、リマインダーズの活動を再開致します。昨年にお知らせしたのですが、今年の仕事始めは、昨年のやより賞-女性人権活動 奨励賞
